Yes, its true! Will.i.am will be releasing the camera accessory next week. The accessory replaces the device’s built-in camera with a 14-megapixel sensor that is attached onto the iPhone to provide enhanced clarity and 14 megapixle photos.
William told telegraph how he got the idea of the camera accessory at a photo shoot in 2008;

I was just hanging out afterwards, and one of the models took an iPhone capture, which circulated the planet before the shoot was even over. I took one of the photographer’s lenses and held it up on my phone and said “imagine this one day”. Then I said: “I’m going to do this”The camera accessory will be released next week at a media event, prices are yet to be disclosed! We'll keep you posted.
